of about 50. a lot of these clouds that are streaming in from the south. we have all sorts of rain showers through georgia and carolinas today, even southeastern virginia. lesser clouds out to the west. so there's some hope that we'll get some sunshine, at least for part of the day. temperatures this morning certainly chilly. up north and west we've had more breaks so upper 20s to low 30s. frof areas here. we're 45 on the bay in annapolis. 39 in easton. we're going into the upper 40s and low 50s. monika, we've got big problems northbound i-95. you've been telling us for a little while now. what's the latest? it only takes one accident to cause major delays, especially when you're coming up on i-95. this time it's an accident at route 123 just as you head north of woodbridge. it's blocking off the two left lanes. i'm going to step out and show you what it looks like live first from our sky 9. look at that. northbound 95. it's been there for about half an hour, but it's already affected your traffic. let's also take a live look

before a house panel to be grilled on benghazi. that's only because lawmakers pressuring him to step forward to talk about a detailed -- about detail of this attack. petraeus was actually supposed to testify today on capitol hill before a house intelligence committee, but that was all scrapped because of the scandal that broke out and his admission to an affair with his biographer paula broadwell forcing him to resign. so lawmakers do want to get to the bottom of benghazi but they also want to know what type of classified access informatn that paula broadwell may or may not have had if any. well, meanwhile on the scandal, cameras spotted broadwell who's staying with her brother at his home in northwest d.c. president obama made his first public comments about the scandal yesterday. >> i have no evidence at this point that classified information was disclosed that in any way would have had

negative impact on our national security. >> reporter: it's been revealed f.b.i. agent frederick humphries uncovered the affair after a complaint from tampa socialite jill kelley. today the acting c.i.a. director will be testifying before the house panel and expected to be grilled on the deadly attacks on the consulate in benghazi. so we'll focus on the attacks in benghazi today and tomorrow but when petraeus does testify, we're expected to hear more on the scandal that brought him down. back to you. >> surae chinn live on capitol hill. thank you, surae. in president obama's first news conference since winning reelection last week, he ended up calling republican criticisms of u.n. ambassador susan rice outrageous. the president called out republican senators lindsay graham and john mccain for their comments saying they would block the u.s. ambassador to the united nations susan rice if she is nominated for secretary of state. >> if senator mccain or senator graham and others want to go

after somebody, they should go after me. and i'm happy to have that discussion with them. but for them to go after the u.n. ambassador who had nothing to do with benghazi and was simply making a presentation based on intelligence that she had received and to besmirch her reputation is outrageous. >> summer mccain will do whatever it takes to block the nomination. the president also spoke about the fiscal cliff in his news conference. >> jessica doyle is back and this your money report, the latest on the negotiations and high stakes that families will face if we fall off this cliff. >> president obama said he is willing to work with republicans to prevent the automatic spending cuts and tax hikes from taking effect at the

start of the new year, but he's standing by his commitment to raise taxes for those making more than $250,000. that's something republican leaders say they simply will not accept. if both sides don't reach a deal, new tax hikes will hit very hard, especially on parents. they could have a really tough time paying for child care. >> reporter: it's a dilemma facing families across the country. mother of three, jenny trotter says not being able to get a tax credit for child care expenses could really impact her family. >> we typically get a refund and, you know, thinking that that might not be a possibility for some people who do use that money at the end of the year to take care of big expenses, you know, that would be tough. >> reporter: that's why accountants are warning parents to plan carefully for 2013 unless congress decides to change current tax law, parents who used to receive a $1,000 per child credit on their taxes will only get $500 per child.

>> it's really worrying people. and so i think the best thing to do is just to plan accordingly. >> reporter: accountants say families can also expect to lose hundreds in the amount they're able to deduct as child care expenses. these numbers really add up. >> it would make a big difference for moms trying to decide if they're going back into the work force. >> this year it's estimated that american families will claim over $38 billion in total child credits. $37 billion of those would simply go away if the country is allowed to head over the fiscal cliff. this hurts families who need this help the most. these are lower-income families. 15,000 to $40,000 a year that are using a lot of these credits primarily. >> it's time to do something about it. >> absolutely. >> any more word on wiggle room as to who is classified a millionaire? you were talking they're raising the number to over a million dollars? >> i haven't seen a lot of

information on the back door negotiations going on about that but there are major talks expected tomorrow between both sides of the aisle. so we'll have to see what comes out of that. >> thanks, jess. prince george's county police have arrested four men in a deadly 2010 shooting. it just became a murder case. it's been to years since melvin pike was found shot inside his car. last week pike died of complications related to that shooting. officers have ruled the death a homicide. four have been charged with murder including other felony counts. a sheriff's deputy shoots and kills a manual. neighbors say -- man. neighbors say it happened right in front of his mother in east riverdale. the officer was responding to a temporary protective order. while he was there, a man appeared from the rear of the house displaying a firearm. the man approached the deputy. the officer fired the fatal shot. the deputy sheriff is now on administrative leave. the matter is under

investigation. as students from barack obama elementary school ride the bus back to school this morning, they'll probably be thinking about two taking to a hospital after a crash yesterday afternoon. a pickup truck rear ended the bus near the intersection of route 301 and swanson road in upper marlboro. a spokesperson with prince george's county schools tells 32 kids were on the the bus at -- on the bus at the time. you a the injuries, though, considered minor. easing that anxiety of raising your hand in class? there's a solution. social media and education collide in something called the hallway. when we come back, we have an exciting new project.

settings. >> reporter: the thomas jefferson high school senior created the site with a t.j. alum. the project had so much promise, microsoft got interested and got another teen from spring brook high school in maryland to develop the mobile app. the all student project is really taking off. >> classes are loaded in. you can either add them on a website or in the app. >> every student has that kind of fear about asking that one question that seems so straightforward but you don't get it and you don't want to be that one student who doesn't get it. so everyone has that fear and having an app like this abolishes that fear. it's welcoming to students. >> reporter: investors were really welcoming too. he may only be 17 but shawn has already made pitches to venture capitalists. listen to how it went. >> we walked in wanting x dollars and came out oversubscribed with ten times as much as we originally asked

these key players involved, lawmakers do want to get to the bottom of the benghazi attacks. they also want to get to the bottom of the sex scandal that brought down petraeus. this is a widening fallout, including putting general allen's career on hold. he's the top u.s. commander in afghanistan. but in another battle, some lawmakers are threatening to block u.n. ambassador susan rice to replace secretary of state clinton because of comments she made days aft attack on the u.s. con-- after the attack on the u.s. consal lat in benghazi. president obama had sharp words for those lawmakers. >> if senator mccain and senator graham and others want to go after somebody, they should go after me. >> the commander in chief is the most responsible and i hope the president has no illusions about our view of his responsibility. >> reporter: back on the sex scandal, paula broadwell, the woman at center of the sex

scandal and petraeus' mistress, has been staying at her brother's house in northwest d.c. cameras have been camped out there for days. we're also learning that the f.b.i. agent frederick humphries was the one who uncovered the scandal after complaints from tampa socialite jill kelley. humphries saw these e-mails written by broadwell. again petraeus' mistress. sent to kelley whom she apparently saw as a rival for petraeus' affections. so this is a very tangled web that more and more people are being caught up in. back to you. >> all right, surae chinn reporting live from capitol hill. dr. alen salerian's fight to write narcotic prescriptions is still in limbo. the controversial focialer chief sigh -- former chief psychiatrist at the f.b.i. believes pain actually causes

physical damage to the brain and prescribes pain med decision in a less conservative fashion than many other physicians who disagree with his judgment. the d.c. health department argues he describes them too often and stopped him from writing the prescriptions in april. he's appealing that decision. closing arguments in the case are to be scheduled by the end of this month. a d.c. supreme court judge has sentenced a man convicted of grabbing women's private parts while bicycling past them in dupont circle last summer. he is facing a 185-day jail sentence with all about 90 days suspended. the 31 yearldz was also placed on three years of probation and ordered to seek sex offender treatment. pena may have more trouble in his future. ice has put a detainer on him meaning he could face deportation when his jail sentence is complete. definitely not a cheap school to attend. in fact it's one of the most expensive universities in the country and it's now losing its

ranking with u.s. news and word report. george washington university was taken off the 2013 list of best colleges after the magazine says the university overstated data on incoming freshmen for more than a decade. the chief ranker says he thinks the error was inadvertent but the school will stay unranked until accuracy of their future information can be confirmed. it 16:35. jessica doyle is -- it is 6:35. jessica doyle is here with your money report. >> she's talking about a big settlement when it comes to the oil spill. >> bp talks about settling the criminal case against it. any settlement is expected to dwarf the largest corporate fine ever assessed by the justice department. that was the $1.2 billion fine imposed on pfizer back in 2009. the explosion and fire aboard the deep water horizon rig on april 20, 2010 killed 11 workers. it also set off a $200 -- a 200

million gallon spill over 87 days. bp's troubles are far from over. the oil giant says the criminal settlement would not include civil claims under the clean water act and other legislation pending private civil claims and state claims for economic losses. the cost of providing health care benefits to employees rose this year by the smallest amount in 15 years. human resources consultant mercer says that increase came in at 4.1%, a far cry from thage 10% to 15% hikes employers were reporting at the beginning of the decade. mercer says the health care reform kicking in in 2014 has employers making a greater effort in order to control their costs right now. have you heard about the new feature facebook has rolled out for those in love? they're called facebook pages for couples. this feature takes you on a virtual tour of your love life with photos, wall posts and photo comments shared between you and your honey. the person you're official with
